Read Only Access Should be Able to Create a Team

Many clients allow managers in the system to view their employees however they do not want them sending assessments so they limit them to "Read only", the only options that prevents them from sending assessments and creating open links. HOWEVER, they should be able to create a team to view their team members without having to search multiple folders or scroll through large amounts of employees to try to see only those who report to them. PLEASE bring back the ability for "read only" to create teams. THANK YOU!
