Allow for the generation of relationship guides for employees without individual PI accounts
Relationship reports currently can't be run for employees who have completed their PI BAs but do not have user accounts.
As an example of why this is problematic, we have a PI client whose employees do not have corporate email accounts. It's a hospitality company with high turnover. People show up for their shift, serve their guests, and go home. The don't have access to company computers or any real reason to need a company-issued email account, so the company has chosen not to take on the cost or administrative burden required to issue company email addresses. New employees complete the PI BA either during the hiring process or via a link they receive at their personal email account, but it would not appropriate (for reasons including FSLA) to ask them to set up user accounts with their personal email. We create relationship reports for those folks when needed. In PI2, that won't be possible with the way the system is currently set up. That significantly reduces the value of Inspire.
